HRC Gives Philadelphia Perfect 100 Equality Score - Despite PA Laws

The Human Rights Campaign (HRC) has given Philadelphia a perfect "100" rating in their 1st Municipal Equality Index. This may surprise a few folks since Pennsylvania laws have a lot to be desired when it comes to equality. However, that may have helped Philadelphia's ranking since the city laws are so progressive.

HRC used 6 the following categories to determine the index: non-discrimination laws, relationship recognition, municipality laws as an employer, municipality services and programs offered, municipality as law enforcement, municipality's relationship to the LGBT community.

Only Philadelphia and 10 other cities (Long Beach, Los Angeles, San Diego, San Francisco, Boston, Cambridge, St. Louis, Portland, New York, and Seattle) scored a perfect 100. 137 municipalities were rated in all.
